ECA Skills Committee appoints new Deputy Chair

Luke Cook, Associate Director at ECA Member Darke & Taylor Ltd., has been appointed as Deputy Chair of the ECA (Electrical Contractors’ Association) Skills Committee. Luke began his career as an electrical apprentice with Darke & Taylor in 2005 and has progressed through a range of roles in the business, including transforming the company’s Quality Assurance and Commissioning department. He has been a member of the ECA Skills Committee since 2023. From its beginnings as an electrical services firm in 1958, Darke & Taylor has grown and developed a full range of building services solutions and today has the experience and expertise to offer a fully integrated MEP design, installation, commissioning and maintenance package. Darke & Taylor has been engaged with apprenticeship schemes for over 40 years and during this time has offered jobs and training to more than 400 school leavers looking to develop careers in the built environment. The company has a workforce of more than 250 people, of which over 90 are currently undertaking an apprenticeship or adult traineeship. The ECA Skills Committee, chaired by ECA President Ruth Devine MBE, provides ECA Members with the opportunity to influence skills policies and the operation of skills systems across England, Wales and Northern Ireland, as well as ‘giving back’ by helping to build the next generation of the electrotechnical industry. The Committee oversees ECA’s involvement in apprenticeships, qualifications, careers and upskilling existing electricians to meet the demands of expanding electrification. ECA collaborates with government and other industry stakeholders to increase apprentice starts and upskill the existing workforce through initiatives like the Construction Skills Mission Board, ECA’s own All-Wales Skills Forum, regional Electrotechnical Training and Careers Alliances (ETCAs), and skills charters in Wales and England.   Luke Cook said: “It’s an honour to be appointed Deputy Chair of the ECA Skills Committee. Having started my career as an apprentice, I’ve seen first-hand how powerful and life-changing high-quality training can be. As our industry evolves to meet the challenges of electrification and the drive toward net zero, it’s more important than ever that we invest in people and practical skills. I’m excited to help shape the future of training and support those starting out in the electrotechnical industry.” Ruth Devine MBE said:  “ECA’s Skills Committee exists to support Members access the skilled people they need and strives to ensure the skills system works well for them. The skills gap is well documented in the electrotechnical industry and quality apprenticeships are vital to meet future demand. We want to help our Members recruit even more apprentices to secure the future of our industry. “A former apprentice himself, and part of Darke & Taylor with over 50 years’ enviable success training apprentices, Luke’s contributions to the Skills Committee are incredibly valuable. Luke stepping up into future committee leadership as Deputy Chair is great news and I look forward to working with him throughout the rest of my term.” ECA’s Skills Committee is currently recruiting for a committee member with careers or local skills engagement experience. If you work for an ECA Member and would like to join the Committee, please visit ECA’s website here for further information. The deadline for applications is Friday 15 August.

SELECT and SJIB encourage school leavers to consider electrical apprenticeships

“No Wrong Path”: SELECT and SJIB encourage school leavers to consider a bright future in electrical apprenticeships As thousands of young people across Scotland receive their exam results, two leading electrical bodies have reminded students that there’s no wrong path to a rewarding and successful career in the electrotechnical industry. With many school leavers unsure of their next step, and others disappointed by their grades, SELECT and the Scottish Joint Industry Board (SJIB) have highlighted the valuable opportunities and potential high earnings offered through an electrical apprenticeship. Alan Wilson, Managing Director of the country’s largest construction trade body, SELECT, said: “This week’s results will have brought joy for some and disappointment for others, but our message is simple – there is no wrong path. “We want young people and their parents to understand that an electrical apprenticeship is a highly respected and financially rewarding career option that offers lifelong skills and exciting opportunities. Qualified electricians earn excellent salaries and their services are in high demand here in Scotland and across the world. “A great number of our members are always on the lookout for potential apprentice recruits so whether you’ve achieved top grades or are still unsure about what comes next, this is a chance to build a future that’s hands-on, challenging and constantly evolving. After all, the future is electric.” Catherine Gillon, Secretary of the SJIB, added: “Becoming an electrician means joining an economically crucial, modern profession with increasing demand, especially in areas like renewables, electric vehicles, and smart technology. “Apprentices are supported throughout their journey and come away with respected industry qualifications that open doors around the world. “We encourage anyone with an interest in how things work and a desire to learn to consider applying. It’s never too late to start.” As the country transitions to a net zero future, demand for skilled electricians has never been higher and apprenticeships remain one of the most effective ways to develop talent for the future. Catherine went on: “Getting started as an electrical apprentice is easy, with typical entry requirements being National 4/5 in English, maths and a science or technical subject. “Anyone interested in finding out more and applying to become an apprentice should contact the Scottish Electrical Charitable Training Trust (SECTT), who manage Scotland’s industry-approved training scheme for electrical apprenticeships on behalf of the SJIB.” From Music to Multi-Metres: Scott’s Story A shining example of the varied paths into the electrical profession is Scott Ahern, who was crowned 2024 SJIB Apprentice of the Year last October. After studying music at college and working a range of manual jobs, Scott changed direction in his mid-20s and is now thriving as a qualified electrician with DRB UK Maintenance in Hamilton. Scott, from East Kilbride, said: “I didn’t think it would be possible to start an apprenticeship later in life, but I’m so glad I did. “I’ve been lucky to work on major electric vehicle charger projects across the UK and now I’m aiming to become an Approved Electrician and even run my own business one day.” He added: “My message to anyone unsure about their future is simple – just go for it. You’ll be supported every step of the way, and the opportunities are endless.”

Werner warns trade professionals not to take ‘short-cuts’ when working at height

Werner, the world’s leading manufacturer of ladders and access equipment, is calling on employers to bolster safety measures at work after new figures revealed 124 people were killed in workplace incidents during 2024/25. Of those, 35 resulted from a fall at height – accounting for more than a quarter of all worker deaths.  “Whilst this represented a slight reduction of 14 fatalities compared to the previous 12 months, this number is still far too high,” says Werner UK’s Compliance Manager Dave Elson, who is calling on employers to ‘redouble their efforts in improving training courses and ensuring equipment is ‘fit-for-purpose.’ His appeal comes in the wake of figures released by the Health and Safety Executive (HSE) on July 2, which revealed the highest number of deaths occurred in the construction industry (35) and 23 across agriculture, forestry and fishing.  Dave Elson commented: “One death is too many and the impact on families when a loved one is seriously injured or killed is truly devastating for them. I know that we can never eradicate accidents altogether, but with the right safety measures we can help to reduce the number of incidents considerably and, of course, fatalities. “Engaging the right safety protocols when working at height is crucial. For a comprehensive guide on working at height, the Health and Safety Executive (HSE) provides an informative resource: HSE Work at Height Guide. “Unfortunately, complacency often contributes to workplace accidents. This can include taking shortcuts – like using the wrong equipment instead of returning to the van for the correct tool – or neglecting to wear essential safety gear such as a harness or helmet, among other poor decisions. “I urge all companies in the construction industry – regardless of size – not to overlook safe working practices. Invest in training, use high-quality equipment, and ensure the right products are used for each application. Equally important, carry out regular inspections and safety checks on existing equipment. “Robust, regular training is essential for safe work at height. It ensures professionals can properly inspect equipment and stay current with industry standards and regulations. Employers must provide ongoing opportunities – through refresher courses, online training, or seminars – to prevent accidents and promote best practices.” Training Training should always include fall prevention, covering hazard identification, emergency response, and legal responsibilities for both workers and employers. Werner offers a range of training options, including the Ladder Association’s Ladders & Stepladders Users Course and PASMA programs. Through its Stepping Up to Ladder Safety campaign, professionals can also access downloadable guides on ladder selection, inspection, and safe use. While HSE reports highlight ongoing risks, many accidents are preventable with proactive training and a culture that prioritizes safety through open dialogue and continuous learning. By prioritising safety at every stage, design, procurement, training, and enforcement – the number of workplace accidents taking place can be significantly reduced and ensure safer conditions for all professionals working at height. ECA welcomes Government consultation on retentions and late payments

For decades, ECA (Electrical Contractors’ Association) has been at the forefront of advising the Government and the Construction Leadership Council, on how best to reconcile unfair and late payments. We have helped design, shape and improve payment codes and charters, payment reporting regulations, 30-day payment under the Procurement Act, the Construction Act and requirements that suppliers must pay fairly in order to win more public work. ECA welcomes the new Government consultation on taking measures against late payments and reforming cash retentions as part of the new Small Business Strategy launched. The consultation predominantly picks up ideas and strategies ECA has fed into the Government over a number of years and goes further than any previous governments have, to date, gone. The construction industry relies on excessively delayed payment periods, which disproportionally impacts the cashflow of small and medium sized businesses (SMEs), in particular those within the supply chain such as electrical contractors. ECA has been working to end the unfair practice of retentions for many years. ECA will respond to Government by recommending a solution that is fair, enforceable and sustainable. The Government’s consultation is part of an economy-wide policy commitment to tackle late payments, support small businesses to thrive, and grow a skilled, competent workforce to deliver housing and infrastructure projects which meet net zero targets. Ninety-nine percent of construction companies are SMEs and poor cashflow is a major concern; construction still holds the unfortunate ‘first’ as the sector of the UK’s economy with more reported insolvencies than any other area of commerce. Rob Driscoll, ECA Director of Legal & Business, commented on behalf of Actuate UK’s Business Group: “Finally, Government is consulting on how best to reconcile unfair and delayed payment practices. In recognition of the need to ‘go further, faster’, Government’s engagement on how to reform retentions marks a seminal once-in-a-generation moment for the industry to come together and shape reform in an area which has stifled growth, innovation and training, crippling supply-chain cash-flow and amplifying the repercussions of insolvency for over a century. “Let’s hope industry can come together, give clients the comfort they need and suppliers the protect they need, in order to make our industry more resilient to deliver the UK’s built environment.” ECA is also calling all trades at all levels of the supply chain to share how late payments impact their mental health. The findings from this survey will inform ECA’s thought leadership and present the human cost of late payment to the Government. Visit ECA’s website for more guidance and support on retentions and late payments.
